CAA ORS9 Decision No. 1

Any short period oscillations occurring between the stalling speed and V_DF, must be heavily damped with the primary controls: 

(a) Free. 

(b) Fixed. 

In the case of a powered sailplane this requirement must be met with the engine running at all allowable powers.
