CAA ORS9 Decision No. 1

    (a) With cross-wind components not less than 0.2 VS0 or 15 km/h, whichever is the greater, there must be no uncontrollable ground-loop tendency at any speed at which the powered sailplane may be expected to be operated on the ground. 

    (b) The powered sailplane must have adequate directional control during taxying.
