NCC.OP.110 Aerodrome operating minima — general

For instrument flight rules (IFR) flights the operator shall establish aerodrome operating minima for each departure, destination and alternate aerodrome to be used. Such minima shall:

not be lower than those established by the State in which the aerodrome is located, except when specifically approved by that State; and
-
when undertaking low visibility operations, be approved by the CAA in accordance with Annex V (Part SPA), Subpart E to Regulation (EU) No 965/2012.

When establishing aerodrome operating minima, the operator shall take the following into account:
-
the type, performance and handling characteristics of the aircraft;
-
the composition, competence and experience of the flight crew;
-
the dimensions and characteristics of the runways and final approach and take-off areas (FATOs) that may be selected for use;
-
the adequacy and performance of the available visual and non-visual ground aids;
-
the equipment available on the aircraft for the purpose of navigation and/or control of the flight path, during the take-off, the approach, the flare, the landing, the rollout and the missed approach;
-
the obstacles in the approach, the missed approach and the climb-out areas necessary for the execution of contingency procedures;
-
the obstacle clearance altitude/height for the instrument approach procedures;
-
the means to determine and report meteorological conditions; and
-
the flight technique to be used during the final approach.

The minima for a specific type of approach and landing procedure shall only be used if all the following conditions are met:
-
the ground equipment required for the intended procedure is operative;
-
the aircraft systems required for the type of approach are operative;
-
the required aircraft performance criteria are met; and
-
the crew is qualified appropriately.

The operator must establish aerodrome operating minima for each departure aerodrome, destination aerodrome, or alternate aerodrome that is planned to be used in order to ensure separation of the aircraft from terrain and obstacles and to mitigate the risk of loss of visual references during the visual flight segment of instrument approach operations.

The method used to establish aerodrome operating minima must take the following elements into account:
-
the type, performance and handling characteristics of the aircraft;
-
the equipment available on the aircraft for the purpose of navigation, acquisition of visual references and the control of the flight path during take-off, approach, landing and missed approach;
-
any conditions or limitations in the aircraft flight manual;
-
the dimensions and characteristics of the runways or FATOs that may be selected for use;
-
the adequacy and performance of the available visual and non-visual aids and infrastructure;
-
the OCA or OCH for the IAP;
-
the obstacles in the climb-out areas and necessary clearance margins;
-
any non-standard characteristics of the aerodrome, the IAP or the local environment;
-
the composition of the flight crew, their competence and experience;
-
the IAP;
-
the aerodrome characteristics and the available air navigation services, if any;
-
any minima promulgated by the State of the aerodrome where available;
-
the conditions prescribed in any specific approvals for LVOs or operations with operational credits;
-
the relevant operational experience of the operator.

The operator must specify a method of determining aerodrome operating minima in the operations manual.
